"no one is able to make laws on what isp's are able to do" -- are you serious? You could not be more wrong. I suspect you don't know what an ISP is. ISPs operate in the end user's country, under the laws of that country. You better believe the US government can and does regulate ISPs in the US. They connect you to the Internet via DSL, cable modems, dial up, etc. Next time, think, then type...

the problem with government involvement with the internet is that the us does not own the internet, no one does, no one is able to make laws on what isp's are able to do.
